One traffic solution materialized recently involving NLEx. The tollroad arm of Metro Pacific Investments Corp is offering to make North Luzon Expressway extend further into Manila to reach the Port Area. Or at least closer to it, just so there can be an unclogging of roads in heavily-congested Manila.
According to the Public Works and Highways Secretary, Mark Villar, the proposal is now under discussion.
Metro Pacific Investments Corp is operating the North Luzon Expressway, Subic Clark Tarlac Expressway, and the Cavite Expressway.
As reported by the Inquirer, Romulo Quimbo Jr. of NLEX Corp already confirmed that initial submission to the Department of Public Works and Highways had been made. Quimbo is the senior vice president for communications and stakeholder management.
He also gave the rough details and costs to this massive proposal.
Details of North Luzon Expressway Extension Proposal
The proposal is the so-called Harbor Link Port Access Mobility Facility. It will roughly cover 5.1 kilometers and cost around P15 to P16 billion.
The offer will be extending NLEx Corp’s Harbor Link from R10 in Navotas way up to Anda Circle.
Given that this is the boundary of Manila’s Port Area, this can undoubtedly ease some traffic from the capital.
Quimbo details that the main advantage is that the ports need this to happen.
Bringing the ports closer to the North Luzon Expressway can decongest the busy area, which covers the Manila International Container Terminal as well as Manila South Harbor.
The Harbor Link is also valuable to NLEx, overall.
It covers over 100 kilometers area between Balintawak, which is in Quezon City and Sta. Ines, which is in Pampanga.
The proposal can reach approval soon, at least if it passes inspection. On Monday, Villar already staged the examination of the Harbor Link R10 section.
The completion date is set for March 2020.
More Features to Decongest Manila
Another crucial component of this proposal is the making and placing of a new off-ramp that will enable motorists to traverse the NLEx directly to Dagat-Dagatan, located in Malabon.
The proposal is quite ambitious, though.
The Harbor Link will be linking to the 8-km NLEx Connector road project. This means NLEx and South Luzon Expressway get to be connected to each other.
Imagine how that can help with the traffic problem of the nation.
The connector road is already in the process. NLEx already laid its foundation, and the whole thing is anticipated to have a 2021 completion date.
Once done, the connector road project can reduce travel time between north and south of Manila. If, at present, it takes two long hours to reach one area to another, the connector road can reduce this down to 25 minutes.
